In order to be eligible for disability services , children with disabilities must be assessed by the Ministry of Health and verified as being a person with disabilities, and then registered with the Social Welfare Department. These services are mainly focused on children from the ages of 0 - 18 years.
Categories of disabilities include : Visual impairment, Intellectual disabilities, Multiple disabilities, Severely disabled, Hearing impairment, Physical disabilities, Learning disabilities, and other disabilities.
Ministry of Health (Kementerian Kesihatan Malaysia) - Provides services such as:
- Initial assessment by multidisciplinary team
- Occupational therapy, Physical rehabilitation / physiotherapy
- Speech therapy, Hearing therapy / audiology
- Follow-up treatment, Dietitian, Psychotherapy
Social Welfare Department (Jabatan Kebajikan Masyarakat) - Provides services such as:
- Registration and Disabled Identity Card
- Community-Based Rehabilitation (CBR)
- External services (assistance, launching grants, disabled workers allowance, assistive devices)
- Institutional rehabilitation services
- Vocational Training, Counseling and advisory services, Job placement
Ministry of Education (Kementerian Pendidikan Malaysia) - Provides services such as:
- Pre-school
- Integration programmes for the learning, visual and hearing-disabled
- Special education schools, Vocational secondary schools
Department of Labour (Jabatan Tenaga Kerja) - Provides services such as:
- Undertakes promotion and advocacy for the employment of persons with disabilities in the private sector, Assists in finding employment in the private sector
- Enforces the Employment Act of 1955
- Receives and handles complaints with regards to employment
Affiliated NGOs - Assists government agencies by providing services such as:
- Daycare and education centres
- Community-based rehabilitation, Early Intervention programmes
- Multidisciplinary community activity
- Education / training for self-independence
- Web-based support
- Support and parent groups
- Sign language, Braille classes
- Counseling, Social clubs, Resource Centres, Referrals
